Maybe it would be a cool angle to tell the story with moving characters all confined to the target page. I could see some great "depth of field" effects with images coming from the background as other target characters fade in.
Also maybe the moving pictures and newspaper photos from "Harry Potter" could be the sfx influence we lean on?

Tiny idea for "Strangers with Guns"...
All characters would be those gun target things from movies and cartoons, where in training exercises, the good guy has to shoot all the bad guy targets and avoid all the grandma with groceries targets. You know, those things...
It would be a cause and effect sort of thing, with one event influencing the next. Maybe it would start with a burglar breaking into a house and shooting a woman. Then that woman's husband gets mad and shoots the burglar. The burglar was part of a gang, so then gang members go shoot the husband. Etc., etc., etc. It would get more out of control as the song moves on, eventually with a police department getting involved, then the army, then another country, then a nuclear explosion at the end, killing everyone.
Maybe have it as one long, continuous shot, to emphasize that all events are related, part of one gigantic gun problem.
